Forensic audit shows procurement manipulation and additional corruption by Andrew Do

SANTA ANA, CA — The County of Orange has released the first phase of a comprehensive forensic audit on 145 top priority contracts issued by Supervisor Andrew Do between 2019 and 2024.

The contracts, worth $486.2 million, revealed significant procurement problems and apparent misconduct by Do and his Chief of Staff Chris Wangsaporn.

“This report gives great transparency into the spending habits of convicted felon Andrew Do,” said Supervisor Janet Nguyen. “The public needs to know how their tax dollars are spent. It’s disturbing to see the damage that Do has done. The County needs to use this information to strengthen our procurement process.”

Key Findings

  • County staff received retaliatory phone calls from Do and Wangsaporn if their requests for advanced lump-sum payments were not approved. 
     
  • The audit identified a pattern of contracts being steered to businesses that employed family, friends and donors, contributed to his political campaigns, or provided publicity. 
     
  • While the County funded the Tet and Moon Festivals, sponsorship revenues were often collected by third parties—such as 2T Media and HD Entertainment—rather than being remitted to the County. In some cases, 2T Media retained a 30% commission on these sponsorships. 
     
  • Pass-through grants were used to conceal recipients of County funds. In one instance, $200,000 of a $300,000 grant was directed to subrecipients hand-picked by Do and his leadership. 
     
  • The audit flagged over $800,000 in payments to 360 Clinic for uncollectible claims that were authorized despite ongoing concerns regarding the clinic’s billing practices and potential duplicate claims.

Recommendations 

The audit provided 11 recommendations to restore integrity to the County’s procurement process, including:

  • Updating the Code of Ethics to prohibit Board members from influencing or directing procurement staff. 
     
  • Standardizing invoicing and monitoring for all contracts 
     
  • Evaluate the effectiveness of the County's fraud hotline to ensure whistleblower protection.
  • Refer concerns regarding the validity of 2022 campaign finance reports to the California Fair Political Practices Commission.
